Award-winning author, public speaker and commentator who has held and holds various responsibilities in public-policy institutes and foundations focusing on developing countries, international affairs and finance, and on the promotion of liberal democracy, the rule of law and private enterprise. He is a member of high-profile international bodies such as the Global Commission for Post-Pandemic Policy.

2001
Independent, non-affiliated advisor on international relations for the Perú Posible presidential campaign. He broke publicly with the candidate at the start of the runoff campaign on ethical grounds; that candidate went on to become President of Peru and is currently serving a prison sentence for corruption and money laundering.
